מסמך ממלכתי, אולי גזרה. מרמז על פקודות שניתנו לסמכות. יש כתב ערבי בכתב יד אחר ומילים בכתב עברי לקראת הסוף. יש חורי סיכות בשולים שבהם נקשר כנראה לכריכת ספר. דרוש בדיקה נוספת.
Princeton Geniza Project description: State document, possibly a decree. Suggests orders conferred upon an authority: hayʾat (?) l-muṭālaʿa wa-l-āʿmāl bihā. There is Arabic script in another not-so-elegant hand and a few words in Hebrew script toward the end. There are pinholes in the margin where it was bound probably into a book cover. Needs further examination.
