קטע מתקנה הנוגעת לקהילת הירושלמים בפוסטאט. הקהילה מחליטה לבחור עשרה אנשים אשר ינהלו את ענייני הקהילה יחד עם אפרים בן שמריה. ככל הנראה נכתב ב-7 ביולי 1028, בכתב ידו של אפרים בן שמריה.
