Secondary use: Draft of formulaic phrases in Hebrew, Aramaic, Judaeo-Arabic, and a couple words in Arabic addressed to some dignitary (likely anonymous based on the פ for פלוני). According to FGP there is occult/magical text here, but that does not seem accurate.
