קטע ממכתב אנונימי שיצא ממעגלי הגאונים הבבליים או מבני הישיבות. תוכן המכתב מדגיש את הצורך במנהיגי ציבור, ומשובצים בו ציטוטים מן המקרא: עזרא ז' כ"ח, יחזקאל י' י"א, ומשלי ט"ז כ'. אפשרות חלופית לפירוש הקטע היא שמדובר בטקסט ספרותי הכולל פרשנות למעשה המרכבה, המשווה בדרך כלשהי בין האופנים לבין ראשי הקהילה והנגידים שעל פני הארץ.

The content emphasizes the need of communal leaders and includes biblical citations from Ezra 7.28, Ezekiel 10.11, and Proverbs 16.20.
