עצומה מקהילת יהודי אלכסנדריה אל הנגיד שמואל בן חנניה (1140–1159), בה מתלוננים בני הקהילה על גבייה אכזרית ומרמתית של מס הגולגולת (ג'זיה). העצומה מכוונת נגד שלושה פקידים מרושעים: חסן בן כראם בן אסכנדר ה־ג'הבד' (פקיד האוצר), עומר בן [...], ויחיא ("בל יחיה!") בן אבו אלפצ'ל, המוכר בשם אבן אֻח'ת בדיע(?). הללו נוהגים להוציא קבלות מבלי לרשום אותן בדיואן הפיקוח (ולם ית'בתאהא פי אלדיואן), וכך נפתחת בידיהם הדרך לסחוט תשלום כפול מן הנישומים — אחד לכיסם הפרטי ואחד עבור הדיואן. בין הפגיעות הקשות הנגרמות לקהילה מציינים מנסחי העצומה את "דרישת השוחד (קטע אלמצאנעה), אונס נשים והתקפה על [בתים וחשיפת ה]ראש בנוכחות גובי המס". המידע מבוסס בחלקו על הערותיו של גויטיין המצורפות למסמך.
Princeton Geniza Project description: Petition from the Jewish community of Alexandria to the Nagid Shemuel b. Ḥananya (1140–59 CE). Complaining about oppressive and fraudulent collection of the capitation tax. There are three wicked officials: Ḥasan b. Karām b. Iskandar the jahbadh, ʿUmar b. [...], and Yaḥyā ("may he not live!") b. Abū l-Faḍl known as Ibn Ukht Badīʿ(?). They are issuing receipts without having them registered in the supervising dīwān (wa-lam yuthbithā fī l-dīwān), which enables them to extort a second payment—one for their own pockets, and one for the dīwān. Among the bad effects are "the demanding of bribes (קטע אלמצאנעה) and the raping of women and the attacking of [houses and the exposing of the] head before the tax collectors."
